So how should you spend your points? Well, the most obvious is to go into whatever your class and check out what you can find there. On the flipside, we have dynamic, which, depending on when you level it, may have some long-term consequences, talents tha say "increseases by 'x amount' per level." My theory is that leveling these first (at least the few that you want early game) will gain you more stats each time you level up, and if someone can prove me wrong on this, then half the guide is useless. For instance, a level 1 with a point in Chilling Touch and a level 20 with one point in it will both have a 5% chance of slowing an enemy with the Chill debuff, regardless of when the level 20 leveled it. Static talents are things like crit chance, Chilling Touch, Second Wind, and things like that where, regardless of your level or gaining a level, will stay at whatever number it gives you. So from what I can gather there are two different types of talents you can level: static and dynamic. Doesn't feel all that much more useful unless you save up all your points and max it all at once. This is one of the few games where I feel like you can actually see the impact of the talents you level most of the time, though there are some exceptions to the rule, like the EP.
